Communications may not exist

Tunnels (road and rail) usually prevent all Public Business Radios and cellular (mobile) telephones from working.  The longer the tunnel, the worse the problem.
Many villages and dales have no cell phone coverage.
Public Business Radio systems, even those used by the emergency services, always have dead spots.
